Minister Li Jingyuan said in his speech that this year coincides with the 20th anniversary of the signing of the Sino-Russian Treaty of Good-Neighborliness, Friendship and Cooperation, and Sino-Russian relations are at the best period in history. Under the strategic guidance of the two heads of state, the volume and quality of China-Russia economic and trade cooperation has been improved and the results are full. As a new business format and new growth point for bilateral trade, Sino-Russian cross-border e-commerce has made great progress in recent years. The two parties have signed a memorandum of understanding on cross-border e-commerce cooperation and established an e-commerce cooperation working group. With the strengthening of consumers' online shopping habits, the improvement of relevant policies and regulations, and the optimization of storage facilities, cross-border e-commerce will surely become a new highlight of Sino-Russian economic and trade cooperation in the post-epidemic era. Although the Sino-Russian cross-border e-commerce increased rapidly in the first half of this year, the scale of trade needs to be further expanded and still faces some constraints. Both sides should actively seize the favorable opportunities for the rapid development of e-commerce under the epidemic, vigorously tap the potential of trade, and promote new breakthroughs in e-commerce cooperation.



In his speech, Director-General Hugh Truhanovic said that in recent years, Russia has continuously improved domestic e-commerce laws and regulations and regulatory policies. The epidemic has made Russian consumers more dependent and trusting in online shopping. In 2020, the total number of Internet orders exceeded 1 billion, of which the number of domestic orders was 830 million, a year-on-year increase of 75%, and the number of cross-border orders was 250 million, effectively satisfying the shopping of 14% of Russian consumers need. China is firmly ranked as Russia's largest e-commerce trading partner country, and its trade with China will account for about 70% of Russia's total cross-border e-commerce in 2020. Russia is optimistic about China's e-commerce market and is willing to actively develop cooperation with China.
Chairman Zhou Liqun said that Russia-China Chamber of Commerce actively supports the exchanges and cooperation between cross-border e-commerce companies of the two countries. It has organized the establishment of e-commerce industry chapters in August 2018, and held several industry seminars and training sessions to integrate resources from all parties. , Standardize industry self-discipline, and promote the development of cross-border e-commerce. He said that both parties should further improve policies, laws and regulations, encourage enterprises to accelerate the deployment of overseas warehouses, and create a good environment for cooperation between enterprises. Russia-China Chamber of Commerce will continue to provide services for the enterprises of the two countries to carry out economic and trade cooperation, effectively safeguard the legitimate rights and interests of enterprises, and make greater contributions to the promotion of Sino-Russian cross-border e-commerce and bilateral economic and trade cooperation.
Inspector Yang Qifan II gave a detailed introduction to the development of cross-border e-commerce in Guangdong Province. In recent years, Guangdong Province's cross-border e-commerce has maintained a rapid development trend. The province has issued a number of policy documents and standards to promote the development of cross-border e-commerce, actively playing the exemplary and leading role of the cross-border e-commerce comprehensive pilot zone, and continuously innovating regulatory methods , And strongly support enterprises to set up overseas warehouses.
Representatives of relevant units also conducted in-depth exchanges and discussions on the development status and regulatory policies of China-Russia e-commerce, the operation of e-commerce enterprises and the construction of overseas warehouses, as well as the difficulties and problems faced by the cooperation of e-commerce between the two countries.
